The booklet outlines Hegseth's philosophy and includes a foreword by Donald Trump, who pledged that he would not ask service members to fight "dumb wars" and argued that preparing for future conflicts is the path to peace.
The distribution comes seven months into a war with Iran that has killed at least 22 U.S. service members and over 3,500 Iranians. The conflict began following a February 11 meeting between Trump and Israeli Prime Minister Benjamin Netanyahu. Reports indicate that Trump initiated the military action without congressional approval and against the recommendations of senior military commanders.
