Iran Shifts to Offensive Strategy to Pressure US and Israel

The Government of Iran is transitioning from retaliatory strikes to large-scale offensive operations to break a diplomatic stalemate and influence upcoming US and Israeli elections.

The Government of Iran is shifting its military strategy from retaliation to offensive operations six months into a conflict with the United States and Israel. Supreme Leader Mojtaba Khamenei initiated this pivot during a military reshuffle, ordering preparations for large-scale offensive operations to break a diplomatic stalemate following the collapse of a June 17 truce and the reimposition of U.S. oil sanctions.

Tehran is leveraging its control over the Strait of Hormuz to disrupt global energy routes and pressure Washington into new negotiations. This strategy includes utilizing militia allies in Yemen and Iraq to threaten Gulf energy infrastructure. Iranian leadership is reportedly timing these provocations to coincide with Israel's October 27 election and the U.S. midterms on November 3, aiming to spike oil prices and create political instability for Republicans.

While the U.S. focuses on lowering energy prices and preventing nuclear proliferation, Iranian negotiator Mohammad Bagher Ghalibaf claims the country has already won the war militarily and politically. Recent actions, including a July attack on a U.S. air base in Jordan, signal this new preemptive approach. This escalation follows a mid-June memorandum of understanding between President Donald Trump and Iran, which hard-line leaders in Tehran viewed as a tactic by the U.S. and Israel to buy time for future attacks.
