Wang Yi Outlines China's Global Governance Reform Plan

Foreign Minister Wang Yi announced plans to reform the UN and establish international rules for AI and outer space at the Global Governance Forum.

Foreign Minister Wang Yi opened the 2026 Global Governance Forum in Xiongan New Area on October 23, calling for a more just global governance system. He asserted that the Global Governance Initiative, originally established by President Xi Jinping, has become increasingly relevant and urged the international community to reinforce the central role of the United Nations.

Wang proposed specific reforms to the UN Security Council to increase its rapid response capacity and provide greater representation for the Global South. He also advocated for the reform of the international financial system and the expanded use of multilateral mechanisms such as BRICS and the Shanghai Cooperation Organization.

To address emerging frontiers, Wang announced that China will release a position paper on outer space governance and establish a global governance research center to deepen international cooperation in artificial intelligence. He urged the creation of governance rules for the deep sea, polar regions, outer space, and AI to ensure these areas remain zones of cooperation. Other priorities include the implementation of the Agreement on Marine Biological Diversity of Areas Beyond National Jurisdiction and the successful hosting of the 2026 Asia-Pacific Economic Cooperation Economic Leaders' Meeting.
