The plan, part of a 20-point peace framework, outlines a phased process where Hamas surrenders weapons and destroys tunnel networks to a technocratic body, the National Committee for the Administration of Gaza (NCAG). Security would be maintained by a new Palestinian police force and an International Stabilization Force (ISF).

Implementation has stalled due to a fundamental deadlock over sequencing. Hamas officials, including negotiator Ghazi Hamad, stated the group is prepared to disarm only if Israel first halts military operations and withdraws its forces. Conversely, the Israeli government, led by Prime Minister Benjamin Netanyahu, maintains that no withdrawal will occur until Hamas undergoes genuine, verifiable disarmament. Israeli officials have expressed serious security concerns, with National Security Minister Itamar Ben-Gvir denouncing the draft as unacceptable.

Despite the diplomatic efforts, violence escalated throughout early August 2026. Israeli airstrikes killed dozens of Palestinians, including children, and destroyed medical warehouses at Al-Aqsa Martyrs Hospital in Deir al-Balah. The Israeli military claimed these strikes targeted Hamas weapons depots, while the Gaza Health Ministry condemned them as war crimes. Regional mediators from Egypt, Qatar, and Türkiye have urged both parties to adhere to the roadmap, while Iran reportedly pressured Hamas to reject the deal.
