European Commission Proposes 45 Billion Euro Loan for Ukraine

The European Commission proposed disbursing 45 billion euros to Ukraine in early 2027 to support defense and public services amid a massive funding shortfall.

The European Commission has proposed that the EU Council approve the disbursement of the remaining 45 billion euros from a 90 billion euro support loan to Ukraine for 2027. The package allocates 31.7 billion euros for defense industrial capacity and 13.3 billion euros for budget support. To mitigate a financial crisis driven by Russian escalation and a Black Sea blockade, Brussels intends to concentrate these funds in the first half of 2027.

This proposal follows a request from President Volodymyr Zelenskyy to accelerate payments for air defense and drone production. While the European Commission aims to cover approximately 46 billion euros of Ukraine's projected 70 billion euro funding gap for next year, the remaining balance must come from other allies. Budgetary support remains conditional on Ukraine implementing anti-corruption and rule-of-law reforms.

Additional tensions have emerged regarding military aid. Kyiv claims Washington has delayed the delivery of US-made Patriot interceptors, which President Donald Trump has linked to Ukraine ceasing attacks on Russian oil refineries.
