Zelenskyy Seeks German Aid Ahead of Abu Dhabi Peace Talks
Volodymyr Zelenskyy visited Berlin to secure air defense and energy support from Germany before scheduled peace negotiations with Russia and the U.S. in Abu Dhabi.
President of Ukraine Volodymyr Zelenskyy visited Berlin on November 3 to secure critical energy and financial support as Russian strikes continue to target Ukraine's power grid. During the visit, Zelenskyy met with Chancellor Friedrich Merz, President Frank-Walter Steinmeier, and Bundestag President Julia Klöckner to negotiate strengthened air defense capabilities and infrastructure protection.
Chancellor Merz pledged a dedicated winter support package focusing on air defense, specifically discussing IRIS-T and U.S.-made PAC-2 and PAC-3 interceptor missiles. Additionally, Zelenskyy and Klöckner discussed a proposed €11.6 billion aid package included in Germany's draft 2027 budget, which is pending a parliamentary vote later this month. In meetings with Steinmeier, Zelenskyy emphasized the necessity of European cooperation in peace efforts.
This diplomatic push coincides with Zelenskyy's participation in the Berlin Security Conference and occurs ahead of several high-level diplomatic events. Ukraine is preparing for peace negotiations in Abu Dhabi next week involving Russian and U.S. officials, as well as talks in Brussels through November 5. Germany is also preparing to host a mid-November meeting of the Coalition of the Willing. The visit took place against a backdrop of increased Russian hybrid warfare, including sabotage threats and hacking attacks targeting German government officials.
