President Donald Trump requested that Chinese leader Xi Jinping increase exports of refined oil products during a recent summit in Washington. The request follows a surge in U.S. diesel prices to all-time highs, creating political pressure for the administration to lower costs before the upcoming midterm elections.
To combat the price increase, Trump has considered banning American diesel exports. U.S. oil industry executives oppose this potential ban, citing the risk of billions in lost revenue and the possibility that reduced refinery runs could drive up gasoline prices.
China maintains significant excess refining capacity, operating at 75% utilization compared to 97% in the United States. However, the government in Beijing is currently prioritizing domestic fuel security over refinery profits. While Chinese diesel exports rose to approximately 500,000 barrels a day in September, analysts suggest that without a major policy shift in export quotas, China is unlikely to provide a supply boost sufficient to prevent a U.S. export ban.
