Putin Denies European Aggression Amid Infrastructure Attacks

Simultaneously, the National Security Bureau of Poland reported that Russian intelligence has intensified efforts to disrupt European railways, bridges, and border crossings. Polish officials describe these as aggressive actions below the threshold of war intended to block military aid to Ukraine after Russia failed to cut off financial support.

Amid these tensions, Putin announced a new State Armament Program to modernize the nuclear triad, air defense, and unmanned robot-assisted systems, noting that 92% of the Strategic Missile Forces are now equipped with modern weapons. These developments coincide with warnings from Ukrainian President Volodymyr Zelenskyy that Moscow plans to mobilize 600,000 people by 2027, and Western intelligence reports suggesting a potential escalation following Russian parliamentary elections ending September 20.
