Xi Jinping Proposes Global Governance Reforms at SCO Summit

President Xi Jinping attended the Shanghai Cooperation Organization (SCO) Summit and SCO Plus Meeting in Bishkek, where he proposed a four-point plan to prioritize development, establish common security, adopt a people-centered approach, and utilize dialogue for global governance. He characterized the SCO as a new type of regional cooperation organization defined by the "Shanghai Spirit" of mutual trust and equality, emphasizing a model of coexistence based on non-alliances and non-confrontation.

During the SCO Plus Meeting, chaired by Kyrgyz President Sadyr Zhaparov, Xi advocated for an equal and orderly multipolar world and called for the restoration of the United Nations' authority. He urged for greater representation of Global South countries in international affairs and proposed leveraging the SCO to advance common prosperity through Belt and Road cooperation.

Foreign Minister Wang Yi stated that the summit injected vitality into regional development and advanced a strategic blueprint first established at the previous year's Tianjin Summit. Wang noted that the organization's structure has become more optimized and its operations more efficient as the ten-year development plan is implemented. Following the events in Bishkek, Xi conducted state visits to Kyrgyzstan and Egypt.
