Rubio Leads Global Summit to Combat Far-Left Terrorism

Secretary of State Marco Rubio convened representatives from over 60 countries in Washington to coordinate a global crackdown on transnational far-left terrorist networks.

Secretary of State Marco Rubio chaired the Ministerial on the Resurgence of Political Terrorism in Washington on July 16, 2026, convening representatives from approximately 70 countries. Rubio called for a global offensive against transnational far-left networks, including Antifa, characterizing radical leftism as a distinctive and unique evil and a revolt against civilization. He argued that Western counterterrorism has suffered from a blind spot by focusing primarily on radical Islamist extremism for the past 25 years.

To address this threat, the administration is implementing National Security Presidential Memorandum 7 and the May 2026 National Counterterrorism Strategy. The State Department announced a new visa restriction policy targeting foreign nationals who finance, recruit, or incite far-left terrorism. This follows the November 2025 designation of four European groups—including Antifa Ost and the Informal Anarchist Federation—as Foreign Terrorist Organizations. Treasury Secretary Scott Bessent announced expanded probes into nonprofit and charitable structures used to conceal illicit funding, while Rubio alleged that Iran and Cuba actively support these networks.

The initiative drew sharp criticism from Cuba, which labeled the summit McCarthyist, and from eleven Democratic lawmakers who described the strategy as a politically partisan document. The American Civil Liberties Union warned that these measures could target peaceful political activists. Additionally, the Center for Strategic and International Studies noted that while left-wing violence has risen, it remains lower than historical levels of right-wing and jihadist attacks. New Zealand officials attended but diverged from U.S. terminology, stating they prefer motivational descriptors over ideological labels to avoid oversimplification.
