US Negotiates Deal for Ukraine to Produce Patriot Missiles

The United States is negotiating a deal to enable Ukraine to manufacture Patriot PAC-3 interceptor missiles. U.S. envoy to NATO Matthew Whitaker is leading discussions with Ukrainian officials and arms manufacturers to determine the best production model. Potential arrangements include producing components in Ukraine for final assembly in Germany, integrating into an existing U.S.-European program, or producing a lower-cost version of the missile.

Donald Trump initially indicated support for a licensing agreement during a meeting in Ankara, but he later expressed skepticism and caution regarding the security of U.S. technology. He warned that the U.S. must be very careful about allowing other parties to build these systems.

President Volodymyr Zelensky has warned that Ukraine has exhausted its supply of interceptors. However, officials acknowledge that any manufacturing agreement would take at least one year to produce functional missiles. This timeline has led Kyiv to seek immediate missile transfers from its allies while the long-term industrial partnership is finalized.
