Canada and Ontario Launch $8.7 Billion Trade War Relief Plan

Prime Minister Mark Carney and Premier Doug Ford unveiled an $8.7 billion package to protect steel and auto sectors from U.S. tariffs and develop critical minerals.

Prime Minister Mark Carney and Ontario Premier Doug Ford unveiled an $8.7-billion joint action plan on Wednesday at Parliament Hill to buffer the Canadian economy against a prolonged trade war with the United States. The initiative responds to 50-per-cent tariffs imposed by U.S. President Donald Trump, which have impacted Canadian manufacturing for over 18 months.

The package allocates $5.22 billion to a Joint Steel Action Fund to help companies diversify products and protect approximately 100,000 jobs. Another $2.5 billion is dedicated to the automotive sector to assist the transition toward electric-vehicle manufacturing. Additionally, the federal government committed $1 billion over three years for road infrastructure in northern Ontario's Ring of Fire region to unlock critical mineral supply chains.

While Prime Minister Carney reported speaking with President Trump on Wednesday to affirm Canada's readiness to negotiate, tensions remain high. Industry Minister Mélanie Joly warned that the government may seek the sale of U.S. steel maker Cleveland-Cliffs' Canadian assets if the company fails to honor job guarantees made during its acquisition of Stelco. Simultaneously, the government is addressing a labor impasse at Stellantis regarding the potential sale of a Toronto-area factory.

To further protect domestic industry, the federal government is strengthening Canada Border Services Agency enforcement against foreign steel dumping and freezing the fleet average performance standard for new light-duty vehicles through 2029. Premier Ford stated that the relationship with the U.S. has changed permanently, necessitating a shift toward economic resilience and strategic autonomy.
