Sophisticated worldwide smuggling networks are delivering prohibited Nvidia and AMD AI chips into China, bypassing export controls established by the Federal government of the United States. These semiconductors are essential for AI training, as Chinese chipmakers cannot yet produce hardware at the required level of sophistication. Companies including Alibaba, Tencent, DeepSeek, and Moonshot are using these diverted chips to develop frontier-level large language models.
The smuggling operations involve numerous companies and billions of dollars in semiconductors. While these export controls have remained a central pillar of U.S. policy across two administrations, the issue was not a primary topic during a recent summit between President Donald Trump and President Xi Jinping.
Internal tensions exist regarding the efficacy of the restrictions. Nvidia CEO Jensen Huang has suggested that withholding chips from China may inadvertently accelerate the country's drive for technological self-sufficiency. This goal is already being pursued by the Government of China through firms like Huawei and Alibaba, which aim to replace American technology with local alternatives.
