Zelensky and Erdogan Agree on Black Sea Grain Corridor

President Volodymyr Zelenskyy and President Recep Tayyip Erdogan agreed to restore a Black Sea grain corridor during talks in Istanbul regarding upcoming trilateral peace negotiations.

Ukrainian President Volodymyr Zelenskyy met with Turkish President Recep Tayyip Erdogan in Istanbul on October 31 to negotiate maritime security and peace efforts. The leaders reached an agreement to cooperate on the operation and efficiency of a Black Sea grain corridor following recent drone attacks on civilian shipping, including the October 28 sinking of the CONTSHIP JET. Erdogan condemned these attacks as unacceptable and urged both Russia and Ukraine to act responsibly to protect civilian vessels.

During the visit, Zelenskyy announced that Ukraine is preparing for trilateral peace talks with the United States and Russia, potentially by November 10. The leaders discussed Turkiye as a possible venue for these negotiations, though reports indicate the Kremlin has pulled back from an initial agreement to meet in Abu Dhabi. Erdogan reaffirmed Turkiye's readiness to mediate and noted that Turkish companies remaining in Ukraine would contribute to future reconstruction.

Diplomatic efforts coincided with continued hostilities. Russia launched massive drone and missile strikes against Ukrainian power infrastructure, while Ukraine targeted a Russian missile production facility and the NORSI oil refinery in Nizhny Novgorod. In the U.S., Secretary of State Marco Rubio expressed skepticism about an imminent negotiated settlement. Meanwhile, the U.S. government approved a $2.1 billion sale of 500 Patriot interceptor missiles to Kyiv, though Zelenskyy warned that delivery could take years.
