UK Commons Passes Hillsborough Law Mandating Public Official Honesty

The British House of Commons passed the Public Office (Accountability) Bill, establishing a legal duty of candour for public officials to prevent state cover-ups.

Members of Parliament unanimously passed the Public Office (Accountability) Bill, known as the Hillsborough Law, on July 14, 2026. The legislation establishes a legally enforceable duty of candour, making it a criminal offense for public officials to lie or mislead official inquiries into public tragedies. It also provides a £185 million expansion of legal aid to ensure bereaved families have parity of representation at inquests.

Sir Keir Starmer steered the bill through its final Commons stages as a key legacy of his premiership and a fulfillment of a 2024 manifesto pledge. The bill's progress was previously stalled by disputes over whether security services should be exempt. A compromise was reached allowing intelligence officers to provide information through their agency heads, ensuring a duty of honesty while protecting national security via a secure disclosure process.

The law is named after the 1989 Hillsborough disaster in Sheffield, where 97 fans died and subsequent investigations revealed systemic state deception. Incoming Prime Minister Andy Burnham, a long-term advocate for the victims, described the legislation as a rewiring of the state that shifts power from authorities to ordinary people.

While the Labour government hailed the result as a historic victory, Conservative critics characterized the final legislative process as a shambles, arguing the government rushed the bill to secure a legacy. The legislation now proceeds to the House of Lords for further scrutiny before seeking Royal Assent.
