The agreement follows a diplomatic crisis sparked by Israeli strikes on a Hamas office in Doha, which killed five negotiators and a Qatari security guard. To resolve the resulting tension, President Donald Trump required Israeli Prime Minister Benjamin Netanyahu to deliver a formal apology to Qatari leaders through a phone call and a letter.
