North Korea Deploys 16,000 Troops to Aid Russia

The National Intelligence Service of South Korea reports that North Korea has deployed approximately 16,000 personnel to support Russia. This includes 5,000 military construction troops dispatched in phases since September to assist with infrastructure reconstruction, 10,000 troops stationed near the Russia-Ukraine border for guard duties, and 1,000 military engineers tasked with mine-clearing.

South Korean intelligence estimates that at least 600 North Korean soldiers have died and thousands more have been injured during the conflict in Ukraine. In return for this manpower, Russia is providing North Korea with financial aid, food, energy supplies, and military technology. These resources allow Pyongyang to bypass international sanctions while advancing its programs for unmanned aerial vehicles and intercontinental and short-range missiles.

Diplomatically, Kim Jong Un has not responded to a recent meeting offer from U.S. President Donald Trump. However, South Korean intelligence suggests the North Korean leader remains open to negotiations with Washington when conditions are favorable.
