Trump Announces Historic Hamas Disarmament and Israeli Withdrawal Deal

President Donald Trump announced a historic agreement for the complete, phased disarmament of Hamas and other armed groups in the Gaza Strip. Facilitated by the Trump-established Board of Peace and mediators from Egypt, Qatar, and Türkiye, the deal centers on a 15-point roadmap. Under the plan, Hamas will surrender all weapons, destroy tunnel networks, and relinquish governing authority to the National Committee for the Administration of Gaza (NCAG), a U.S.-backed technocratic body. Security during the transition will be managed by a new Palestinian police force and an International Stabilization Force (ISF).

Implementation is currently stalled by conflicting preconditions. Hamas officials, including negotiator Ghazi Hamad, state that disarmament is contingent upon a full Israeli military withdrawal, an end to targeted killings, and progress toward a Palestinian state. Conversely, the Government of Israel maintains that complete demilitarization is a non-negotiable precondition for any troop withdrawal. Israeli National Security Minister Itamar Ben Gvir denounced the deal as unacceptable, claiming it allows Hamas to organize for future attacks.

Despite the diplomatic breakthrough, violence persists with Israeli strikes killing several Palestinians in Gaza. Internationally, the UN, EU, and nations including Saudi Arabia and Jordan welcomed the roadmap as a constructive step toward lasting peace, though they emphasized the challenges of verifying Hamas's compliance. Leaked documents suggest the Board of Peace may also be facilitating the relocation of Palestinians to compounds in Rafah to enable Israeli military operations and asset monetization.
