Canada Expands NATO Role and Initiates German Strategic Pact

Prime Minister Mark Carney extended Canada's military presence in Eastern Europe until 2031 and launched negotiations for a comprehensive strategic partnership with Germany.

Mark Carney used the 2026 NATO Summit in Ankara to expand Canada's security commitments and economic ties. During a meeting with Latvian President Edgars Rinkēvičs on July 8, Carney announced that Canada will extend Operation REASSURANCE until 2031, increasing its persistently deployed personnel to 2,600 to deter Russian aggression. Canada will also join Latvia and Denmark as the third Framework Nation for NATO’s Multinational Division North.

Earlier, on July 7, Carney met with German Chancellor Friedrich Merz to launch negotiations for a Canada-Germany Strategic Partnership Agreement. The proposed pact aims to consolidate cooperation across security, defense, technology, investment, energy, and space. Germany is currently Canada's largest trading partner within the European Union, with bilateral trade exceeding $34 billion.

Both the German and Latvian meetings emphasized the necessity of maintaining sanctions against Russia and supporting Ukraine to achieve a lasting peace. The Canadian Prime Minister has instructed foreign ministers to finalize the strategic agreement with Germany by the end of 2026.
