President Volodymyr Zelenskyy declared a state of emergency in Ukraine's energy sector on January 14, 2026, following a series of Russian missile and drone strikes on power plants and substations. The attacks coincided with extreme winter temperatures dropping as low as -20°C, leaving millions without electricity and heating. In Kyiv, Mayor Vitali Klitschko reported that the city possessed only about half of its required electricity, with hundreds of apartment blocks losing heat and water access. Energy Minister Denys Shmyhal noted that Russia launched 612 attacks on energy infrastructure over the past year, reducing national generation capacity to 11 gigawatts against a requirement of 18 gigawatts.

To manage the crisis, Zelenskyy established a permanent coordination headquarters in Kyiv led by Shmyhal and mandated that state companies, including Naftogaz and Ukrainian Railways, source at least 50% of their electricity from imports. The government deployed 1,200 emergency warming centers and eased curfew rules to protect civilians. Internationally, the United Kingdom provided £20 million in emergency support, while the IMF proposed an $8.1 billion lending program. Czech President Petr Pavel visited Lviv and Kyiv to pledge further energy restoration assistance and military aid.

Amid the crisis, Zelenskyy revealed that some Western-supplied air defense systems had run out of ammunition, though a critical missile package arrived on January 16. Diplomatic efforts continued as a Ukrainian delegation traveled to the United States to discuss a 20-point peace proposal with the administration of Donald Trump. However, Kremlin spokesperson Dmitry Peskov claimed Ukraine's window for a truce is narrowing, while Trump suggested Ukraine is a larger impediment to peace talks than Russia.
