Ukraine and U.S. Draft Landmark Drone Co-Production Deal

The governments of the United States and Ukraine have drafted a memorandum of understanding for a defense agreement focused on military technology and drone co-production. Negotiated by the U.S. State Department and Ukrainian Ambassador Olha Stefanishyna, the deal allows Ukraine to export military technology to the U.S. and establish joint manufacturing ventures with American firms. This cooperation follows the U.S. military's adoption of Ukrainian-developed Sky Map technology at Prince Sultan Air Base in Saudi Arabia to counter Iranian-designed Shahed drones.

Volodymyr Zelenskyy is leading a broader "Drone Deals" initiative, announcing preparations for a similar military drone agreement with Canada. Zelenskyy stated that nearly 20 countries are currently involved in various stages of such agreements to share advanced technology and establish joint construction ventures. This global expansion aims to address a financial gap in Ukraine's defense production, which projects a 55 billion dollar capacity for 2026 against current funding of 15 billion dollars.

The partnership marks a shift in U.S. policy, as President Donald Trump previously dismissed the need for Ukrainian expertise in drone defense. Despite this, the U.S. is now seeking to integrate Ukraine's scale in low-cost FPV drones, with Ukraine planning 3 million units in 2026 compared to the 300,000 units produced by the U.S. in 2025.
