Zelenskyy Seeks More Patriot Missiles Amid Russian Ballistic Attacks

President Volodymyr Zelenskyy is pursuing new air-defense systems and Starlink access as a shortage of U.S. Patriot missiles leaves Ukraine vulnerable to Russian strikes.

Ukraine is facing increased vulnerability to Russian ballistic missile attacks, including Iskander-M, Kinzhal, and Zircon missiles, due to a critical shortage of U.S.-made Patriot defense systems. Ukrainian officials state that Patriots are the only systems capable of intercepting these high-speed threats, but inventories have dwindled as the U.S.-Israeli conflict with Iran consumes interceptors. Air-defense missile deliveries in the first half of 2026 dropped to one-third of the previous year's levels.

To address these gaps, Volodymyr Zelenskyy is developing a lower-cost anti-ballistic system called Freya with nine European countries and attempting to destroy Russian launchers via drone strikes. He has requested that President Donald Trump persuade Elon Musk to lift Starlink restrictions for targeting operations inside Russia. Zelenskyy has also called for new sanctions against partners unwilling to increase interceptor deliveries immediately.

While Lockheed Martin aims to produce 2,000 PAC-3 MSE interceptors annually by 2030 and NATO plans to open a production facility in Germany in September, local production remains stalled. President Donald Trump has remained undecided on granting Ukraine a license to produce Patriot missiles locally.
