US Prepares Turkey Arms Transfer as Zelenskyy Seeks Patriot Missiles

The United States is preparing to authorize a $256 million deal for Turkey to transfer 12 M270 multiple rocket launchers and 70 M39 ATACMS ballistic missiles to Ukraine. The shipment includes thousands of rockets and artillery rounds, some of which feature DPICM cluster warheads. Human Rights Watch has condemned these munitions as "inherently indiscriminate."

Volodymyr Zelenskyy is simultaneously urging the United States to sell Ukraine a larger portion of its Patriot interceptor missile stockpile to counter a doubling of Russian ballistic missile attacks. Zelenskyy stated that while 5% of the US stockpile would sustain Ukraine through the winter, 10% would allow Ukraine to destroy all Russian ballistic missiles. He noted that Ukraine currently possesses only 1% of its required needs, a shortage worsened by a global deficit linked to US and Gulf state operations against Iran.

While other Middle Eastern nations like the United Arab Emirates, Jordan, and Qatar have provided equipment to Kyiv, Israel has consistently declined to sell lethal weapons to Ukraine to protect its strategic interests regarding Russia's presence in Syria. Zelenskyy has reiterated interest in Israeli air defense systems, noting that while dialogue continues, the opportunity has not yet materialized.

Regarding diplomatic efforts, Zelenskyy has presented new proposals for a peace process led by Donald Trump but rejected conceding territory in the Donbass. He warned that Russian President Vladimir Putin might eventually target NATO's Baltic states to achieve a quick victory.
