Russia Offers Increased Energy Supplies to India Amid Hormuz Blockade

Russian First Deputy Prime Minister Denis Manturov visited New Delhi from April 2 to April 3, 2026, to propose increasing supplies of crude oil and liquefied natural gas (LNG) to India. The offer follows a critical energy shortage caused by conflict in West Asia and Iran's virtual blockade of the Strait of Hormuz, which disrupted 90% of India's imported cooking gas and led to a 46% drop in LPG imports for March.

During high-level meetings with Prime Minister Narendra Modi, External Affairs Minister S. Jaishankar, and National Security Adviser Ajit Doval, Manturov affirmed that Russian companies can steadily increase energy exports. India is responding to the crisis by boosting domestic refinery output by 40% and exploring alternative supply routes through the Russian ports of Vladivostok and Ust-Luga to bypass the Middle East.

Beyond energy, the two nations discussed a goal to increase annual bilateral trade to $100 billion by 2030 and the procurement of five additional S-400 air defense systems. Manturov reported a 40% increase in mineral fertilizer supplies to India by the end of 2025 and noted progress on the Kudankulam Nuclear Power Plant. The visit also included reviews of the 23rd India-Russia Annual Summit and discussions on cooperation in space, education, and critical minerals.
