The strategy employs a total blockade of oil exports and the toughest sanctions in history, targeting oil smuggling, cash transfers, and front companies. Trump warned that any nation providing a financial or logistical lifeline to Tehran would face "tremendous economic consequences."

U.S. Treasury Secretary Scott Bessent described the approach as a "one-two punch" combining a naval blockade with extreme financial pressure. The campaign has already pressured the United Arab Emirates to halt all trade and financial transactions with Iran following alleged Iranian missile attacks on Emirati territory. While the U.S. seeks to keep crude oil prices below $100 a barrel, the announcement caused Brent crude prices to surge toward $94 a barrel.

Iran has condemned the measures as "economic terrorism" and "crimes against humanity." Foreign Minister Seyed Abbas Araghchi dismissed the operation as a diversion from a U.S. national debt exceeding $40 trillion. Iranian Parliament Speaker Mohammad Bagher Ghalibaf stated that Tehran will not reopen the Strait of Hormuz—which has been largely restricted since the war began on February 28—until the U.S. lifts its naval blockade and releases frozen assets per a 14-point Memorandum of Understanding.

As the conflict enters its sixth month, the U.S. has deployed the USS George Washington aircraft carrier strike group to the region. While some U.S. officials suggest the pivot to economic warfare avoids a large-scale kinetic restart, Iranian leaders have threatened attacks on U.S. military targets in Europe.
