President Donald Trump is pursuing a strategy of maximum pressure to force a political transition in Cuba, mirroring a "Venezuela Solution" following the January 2026 seizure of Nicolás Maduro. The U.S. has implemented a naval blockade in the Caribbean to intercept oil tankers and imposed sanctions that have triggered nationwide blackouts, food shortages, and economic collapse across the island.

Washington has reportedly demanded the resignation of Cuban President Miguel Díaz-Canel as a condition for relaxing trade restrictions. While Díaz-Canel has publicly vowed "impregnable resistance" against U.S. aggression, he has acknowledged secret bilateral talks. These negotiations allegedly involve the departure of Díaz-Canel, the release of political prisoners, and the opening of tourism and energy sectors to U.S. investment. To facilitate this, U.S. Secretary of State Marco Rubio held secret meetings in St. Kitts with Raúl Guillermo Rodríguez Castro, the grandson of former president Raúl Castro.

Cuba's government, via Deputy Foreign Minister Carlos Fernández de Cossío, has repeatedly denied that its political system or leadership is subject to negotiation. Despite these assertions, the administration has signaled limited concessions by releasing 51 prisoners and inviting foreign investment. Meanwhile, the U.S. Department of Justice is preparing indictments against Cuban officials to provide legal justification for potential military engagement, as Trump has openly declared his intention to "take Cuba."
