The initiative aims to catalyze $1 trillion in investment, unify provincial economies into a single internal market, double clean energy capacity, and implement a generational increase in defense spending to rearm the Canadian Armed Forces.

This shift follows a sharp deterioration in bilateral relations, including Trump's suggestions that Canada should become the 51st state and his assertion that Canada "lives because of the United States." The move coincides with a broader breakdown in U.S. alliances following joint U.S.-Israeli strikes on Iran and chaotic messaging from the Trump administration regarding NATO and other partners.

Domestically, Opposition Leader Pierre Poilievre accused Carney of mismanaging the relationship and failing to secure new free trade agreements. Meanwhile, former Prime Minister Justin Trudeau warned that U.S. economic coercion is pushing Canada toward China. To secure agricultural tariff relief for canola and shellfish, Carney recently allowed a quota of 49,000 Chinese electric vehicles into Canada at a reduced tariff of 6.1 percent, despite warnings from former intelligence officer Neil Bisson that such vehicles could serve as surveillance tools for the Chinese state.
