State Department Report Accuses Cuba of Decades of U.S. Espionage

The United States Department of State released a comprehensive report on July 20, 2026, titled "Cuba: The Capital of 21st Century Communism," accusing the Cuban government of a decades-long campaign of espionage and ideological subversion. The report alleges that Cuba infiltrated the highest levels of the U.S. government, including the Pentagon, the National Security Council, and the State Department, and describes the penetration as one of the most damaging in American history.

Marco Rubio, the Secretary of State, stated the report exposes over six decades of Cuban efforts to sponsor radical leftism and third-worldism in the U.S. The findings link the Cuban regime to the financing and training of groups such as the Weather Underground and the Puerto Rican FALN, and claim influence over contemporary movements including Antifa and Black Lives Matter. The report identifies the Cuban Institute of Friendship with Peoples (ICAP) as the central hub for these operations and warns of a "National Rapid Response Plan" designed to mobilize protests against U.S. military and federal facilities.

Geopolitically, the report warns that Cuba hosts 18 signal intelligence facilities used by Russia, China, and Iran to intercept communications in the southeastern United States. It further alleges that Cuba's intelligence agency, the Dirección General de Inteligencia, maintains links to Hamas and Hezbollah. These revelations coincide with a hardline policy from President Donald Trump, who has designated Cuba as a state sponsor of terrorism, imposed an oil embargo, and suggested potential military intervention to end communist rule on the island.
