Legislative progress on the crypto market structure bill stalled due to partisan disagreements over ethics provisions. These disputes center on the activities of public office holders in the sector, specifically following reports that President Donald Trump earned $1.4 billion from crypto and memecoin ventures in 2025.

Despite the setback, SEC Chairman Paul Atkins has identified the creation of clear digital asset rules as the agency's primary priority. Senate Majority Leader John Thune has filed for a procedural vote on the Clarity Act for mid-September, leaving a narrow window for the bill to pass before the midterm elections.
