US Senators Push Vehicle and Chip Bans During Xi Visit

U.S. senators are attempting to fast-track legislation to permanently ban Chinese-manufactured vehicles and tighten export controls on advanced AI chips as Donald Trump hosts Chinese President Xi Jinping in Washington. Senators Elissa Slotkin and Bernie Moreno are leading the push for the Connected Vehicle Security Act, which would prohibit the import, sale, and operation of Chinese vehicles and connected technologies. Proponents, including automakers Ford, Honda, and Stellantis, argue these vehicles function as surveillance tools capable of collecting data on citizens.

While President Trump has expressed openness to Chinese companies building plants within the U.S. to create jobs, he has criticized the impact of Chinese vehicles on European markets and opposed inexpensive imports from Mexico. This legislative effort coincides with a visit from a Chinese delegation including the founders of BYD and CATL.

Simultaneously, Senate Majority Leader Chuck Schumer and other Democrats are urging the administration to implement stricter export controls on AI chips and chipmaking equipment. They are calling for the passage of the AI Overwatch Act, the Match Act, and the Chip Security Act to prevent adversaries from closing the technological gap with the U.S. This pressure follows the administration's decision to allow Nvidia to sell H200 chips to China, a move the government defends as a strategy to maintain Chinese dependence on U.S. technology while stifling Beijing's domestic industry.
