Trump and Putin Agree to Boost Russian Diesel Production

President Donald Trump eased sanctions on Russian fuel exports following an agreement with President Vladimir Putin to increase diesel production amid a global fuel shortage.

President Donald Trump and President Vladimir Putin reached an agreement on October 9 to increase Russian diesel production to address a global fuel shortage. As part of the arrangement, the United States eased sanctions on Russian fuel exports, while the Russian government issued new diesel export quotas to maximize output.

This strategic shift toward diesel is expected to reduce Russian crude oil exports from western ports by 100,000 to 200,000 barrels per day in November. The transition occurs as overall Russian oil production hit its lowest level since mid-2020 in September.

Operational challenges continue to hinder the effort. Ukrainian attacks on refineries and shipping threats in the Black Sea have disrupted logistics, leading to loading delays of nearly three weeks at the port of Novorossiysk and a temporary suspension of loading at Primorsk.
