Lebanese President Joseph Aoun Visits Washington to Negotiate Israeli Withdrawal

Lebanese President Joseph Aoun arrived in Washington on July 18, 2026, marking the first visit by a Lebanese head of state since 2009. Aoun is seeking U.S. guarantees to pressure Israel into implementing a June 26 Trilateral Framework Agreement, which proposes a phased Israeli military withdrawal from southern Lebanon via pilot zones in exchange for the disarmament of Hezbollah.

On July 19, Aoun met with U.S. Secretary of State Marco Rubio to discuss the framework and Lebanon's economic recovery. He is scheduled to meet President Donald Trump at the White House on Tuesday, where he intends to present a written proposal for decommissioning Hezbollah's arsenal and request a reconstruction package for southern Lebanon, where over 4,250 people have been killed since March.

The diplomatic effort faces significant hurdles. Hezbollah has rejected the framework and disarmament, with lawmaker Ali Fayyad declaring that ties with the Lebanese government have been severed. Militarily, the Israel Defense Forces continue periodic strikes, including a July 18 attack on a Hezbollah drone cell near Tebnit, which Israel cited as a violation of ceasefire understandings. Meanwhile, the U.S. conducted airstrikes against Iran on July 19 following the first U.S. military deaths since the rekindling of open hostilities in the Middle East war.
