UK Youth Employment Czar May Recommend Minimum Wage Cuts

UK Youth Unemployment Czar Alan Milburn indicated that his independent review into the youth employment crisis may recommend slowing or reversing planned minimum wage increases. During a fact-finding visit to the Netherlands, Milburn stated that rising costs for employers, specifically minimum wage hikes and national insurance contributions, have hindered the hiring of young people.

The review targets the nearly one million 16 to 24-year-olds who are not in education, employment, or training. Milburn criticized the apprenticeship levy as a tax on employers and described the British fit note system as insane. He argued that a hands-off approach is insufficient if the government wants higher youth participation in apprenticeships.

Commissioned by former Prime Minister Keir Starmer and supported by current Prime Minister Andy Burnham, the review is expected in the coming weeks. While Burnham is not obligated to follow the recommendations, the government intends to use the findings to shape future policy. Former England football manager Gareth Southgate, who accompanied Milburn, noted that the demise of the high street and the unintended consequences of minimum wage and national insurance policies inhibit businesses in sectors like hospitality from employing youth.
