Russia has militarized its economy to sustain its war against Ukraine, allocating nearly 40 percent of its federal budget to military spending. While the Kremlin claims resilience, the state faces structural vulnerabilities, including a labor deficit of 2.2 million workers and declining oil and gas revenues. The 2026 draft budget suggests military spending may stop growing or slightly decline for the first time since the conflict began as the government attempts economic rebalancing.

Volodymyr Zelensky announced that Russia is projected to face a budget deficit of nearly $100 billion by 2026, an increase from the $71 billion deficit reported a month earlier. By the end of August, Russia's deficit reached 4.19 trillion rubles, surpassing government targets. This strain is exacerbated by potential losses in oil exports, as Donald Trump stated that Indian Prime Minister Narendra Modi expressed readiness to stop purchasing Russian oil.

To address these shortfalls, the Federal Government of Russia has increased the value-added tax and some companies have reduced salaries. Defense Minister Andrey Belousov is attempting to stimulate growth by expanding procurement to smaller private enterprises, though this strategy is opposed by Rostec and CEO Sergei Chemezov, who favor traditional state monopolies. Experts indicate that while short-term operations remain possible, full military reconstitution could take seven to ten years due to these industrial and fiscal constraints.
