Zelenskyy Warns of Reciprocal Strikes Amid Russian Economic Assault

President Volodymyr Zelenskyy threatened reciprocal energy strikes as Russian attacks on infrastructure cost Ukraine $10 billion and risk $40 billion in export revenue.

Intensified Russian missile and drone strikes on energy sectors, steel companies, and rail supply chains have crippled the Ukrainian economy, leading Volodymyr Zelenskyy to warn that any winter attacks on energy systems will be met with reciprocal strikes. Recent assaults involving nearly 500 drones killed nine people and injured dozens, targeting civilian sites including grocery stores and petrol stations in Zviahel, Zaporizhzhia, and Kramatorsk.

Ukrainian officials estimate infrastructure and asset destruction at nearly $10 billion this year. The de facto blockade of Black Sea ports, including Odesa, puts approximately $40 billion in export revenue at risk and is expected to reduce national GDP by 1.5 percentage points. With the daily cost of war rising to $190 million, Kyiv is now utilizing international aid to pay soldiers' wages.

To mitigate the crisis, Zelenskyy called for an energy and food truce to ensure global food security and expressed hope that Donald Trump would pressure Russia to reopen ports. He also offered to meet Vladimir Putin at the G20 summit in Miami this December, but the Kremlin rejected the proposal, insisting any meeting occur in Moscow. Meanwhile, the Ukrainian government is negotiating for additional European funding and utilizing World Bank programs to support affected businesses as they prepare for a very difficult winter.
