US House Passes Bill Granting Trump 100% Russia Tariffs

The United States House of Representatives passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 in a 262-159 vote on September 17. The legislation, which previously cleared the Senate 86-11 in August, grants Donald Trump the discretionary authority to impose tariffs of up to 100% on the five largest importers of Russian oil and gas, as well as countries facilitating sanctions evasion. The bill specifically targets the energy and defense sectors of Russia, its leadership, and the shadow fleet of tankers used to circumvent export restrictions. To secure presidential support, the package includes a five-year extension of sanctions on Iran.

While Ukrainian President Volodymyr Zelenskyy praised the bill as a powerful tool to compel Russia toward peace, the measure faced significant opposition from 152 House Democrats. Critics, including House Minority Leader Hakeem Jeffries, argued the bill grants the president unchecked trade authority that could increase domestic consumer prices and harm U.S. allies.

India and China are primary targets due to their high volumes of Russian energy imports. The Ministry of External Affairs of India responded by stating it remains firmly committed to ensuring energy security for its 1.4 billion people and will take all necessary measures to protect its trade interests. New Delhi warned Washington that the tariffs could strain bilateral relations and disrupt international energy markets. The Kremlin described the legislation as unfriendly actions that would complicate peace settlement efforts in Ukraine. President Trump has signaled his intention to sign the bill into law.
