Zelenskyy Rejects Merz Proposal for Associate EU Membership

President Volodymyr Zelenskyy rejected German Chancellor Friedrich Merz's proposal for a non-voting associate membership status, demanding full and equal accession to the European Union.

German Chancellor Friedrich Merz proposed a new associate membership status for Ukraine and observer status for Western Balkan countries to accelerate European Union integration. In a letter to EU leadership, Merz suggested that Ukraine could participate in summits, appoint a representative to the College of European Commissioners, and access certain EU-funded programs without voting rights. The proposal also included a provision for Kyiv to request mutual assistance under Article 42.7 of the EU treaties in the event of armed aggression.

President Volodymyr Zelenskyy rejected the proposal, characterizing a non-voting status as unfair. He argued that Ukraine deserves full and equal rights within the bloc, asserting that the country is defending Europe against Russian aggression. Zelenskyy indicated that the removal of Hungarian Prime Minister Viktor Orban, a primary opponent of Ukraine's bid, creates an opportunity to open six blocked negotiation clusters within two months.

The European Commission welcomed the commitment to enlargement as a geostrategic investment but maintained that any innovative solutions must remain merit-based. Meanwhile, Slovak Prime Minister Robert Fico rejected the associate membership concept, claiming the current political atmosphere in the EU does not support such arrangements. Some EU officials cautioned that full membership remains unrealistic in the short term due to corruption concerns and the necessity of ratification by all 27 member states.
