Bill Gates Proposes Robot Tax to Prevent AI Catastrophe
Bill Gates warns that AI could cause mass unemployment and bioterrorism, proposing a robot tax and human-reserved jobs to mitigate societal upheaval.
Microsoft co-founder Bill Gates published a detailed essay and gave interviews warning that the world is dangerously unprepared for a turbulent AI era. He argues that AI could either be the greatest equalizer in history or the worst source of injustice, predicting mass job displacement across both white-collar and blue-collar sectors within a decade. Gates specifically highlighted the risk of AI-driven bioterrorism and the erosion of children's social development, alleging that tech executives privately fear these outcomes while publicly downplaying them to protect profits.
To mitigate these risks, Gates proposed several concrete policy measures, including a token tax on AI computing and a robot tax to disincentivize the rapid replacement of human workers and fund social safety nets. He also advocated for the creation of Human Reserved job categories for roles requiring irreplaceable empathy, such as mental health and elder care. On a global scale, he proposed an international oversight body modeled after the International Atomic Energy Agency to monitor dangerous AI models.
Gates plans to meet with Chinese President Xi Jinping in November 2026 and British Prime Minister Andy Burnham this autumn to discuss global risk management. While some industry leaders like Anthropic CEO Dario Amodei support stronger government guardrails, others, such as Oren Etzioni, criticized the token tax as illogical and potentially counterproductive. Gates stated that any profits from his technology investments will be directed to the Gates Foundation to combat global inequity.
