Gates plans to meet with Chinese President Xi Jinping in November 2026 and British Prime Minister Andy Burnham this autumn to propose these global risk management strategies. He asserts that the United States should lead these regulatory efforts to encourage international cooperation, arguing that managing AI's social and security impacts is now the world's top priority.
