Mark Carney Hosts Canada-EU Summit to Forge Strategic Alliance
Prime Minister Mark Carney is hosting European Union leaders in Montreal to establish a strategic alliance focused on trade, security, and digital cooperation.
Prime Minister Mark Carney is hosting the Canada-European Union Summit in Montreal from October 29 to 30, 2026. The summit seeks to establish a new, ambitious alliance by combining Canada's energy, critical minerals, and technology capabilities with the European Union's manufacturing strength and market power.
Carney will meet with European Council President António Costa and European Commission President Ursula von der Leyen to negotiate concrete benefits for businesses and citizens. Key agenda items include a proposed digital trade agreement to streamline e-commerce and cross-border data flows. While von der Leyen proposed that Canada become the first associate member of the EU, Carney has preferred the term alliance of the future.
The summit follows Canada's February 2026 entry into the Security Action for Europe initiative and a June 2026 agreement for Montreal-based Marconi Technologies to produce tactical radios for the Polish Cyber Command. However, tensions remain regarding the Canada-European Comprehensive Economic and Trade Agreement, which is currently stalled by nine EU member states.
Former special envoy Stéphane Dion has cautioned against a vague final communiqué, urging the government to secure tangible results in artificial intelligence, science, and defense. Dion suggested that Canada seek official observer status or membership in the European Political Community rather than associate membership to avoid the appearance of ceding sovereignty to Brussels.
