U.S. Approves $2.7 Billion Air Defense Sale to Ukraine

The United States Department of State approved a potential $2.68 billion military sale to the Government of Ukraine for air defense upgrades and related services. The package includes S-300 Clone missiles, GAM-67 anti-radiation missiles, range-extended laser-guided rocket systems, RPS 202 counter-UAS radars, and launcher modification kits. The sale remains subject to congressional review.

Ukraine intends to finance the procurement using a combination of European contributions and U.S. Foreign Military Financing funds appropriated during the Joe Biden administration. The U.S. portion will be treated as a one-for-one capital contribution to the Ukraine Reconstruction Investment Fund. This approval coincides with President Volodymyr Zelenskyy announcing the receipt of a 3.3 billion-euro tranche from an EU support package to strengthen defense capabilities.

Simultaneously, President Donald Trump signed legislation imposing new sanctions on Russia's energy and defense sectors, as well as senior officials including Vladimir Putin. Trump has sought to shift more of the financial burden for Ukraine's defense to European nations. In response to the sanctions, Dmitry Medvedev, deputy chair of Russia's Security Council, stated that Russia should employ military deterrence.
