Susan Collins Challenges Trump Over $810 Million Spending Cut

Senator Susan Collins is clashing with President Donald Trump over the administration's decision to cancel $810 million in congressionally approved spending. The White House implemented the cuts through a mechanism known as a pocket rescission, which the administration argues is legal. Collins characterizes the move as an illegal usurpation of congressional power and is urging the Government Accountability Office (GAO) to file a lawsuit to stop the rescissions before the federal fiscal year ends.

The rescinded funds were primarily intended for health and human services nonprofits, as well as programs supporting minorities, migrants, and climate change initiatives. The administration justified the cuts by claiming these programs stoked racial tensions and propagated climate alarmism.

This dispute follows a similar action in 2025 when the administration withheld $4.9 billion. While the GAO has previously labeled the pocket rescission maneuver illegal, the U.S. Supreme Court allowed those previous rescissions to proceed without ruling on their legality.
