US and South Korea Launch Drills Targeting North Korean Combat Experience

The United States and South Korea will conduct joint military exercises from August 17 to 27 to counter evolving North Korean threats and combat experience from Ukraine.

The Korea-U.S. Combined Forces Command announced that the annual Ulchi Freedom Shield joint military exercises will take place from August 17 to 27, 2026. Approximately 18,000 South Korean troops and members of the 28,500-strong U.S. contingent will participate in the 11-day drills, which are described as defensive in nature.

This year's exercises specifically adapt to the changing character of warfare, focusing on drone warfare, cyberattacks, and GPS disruption. Military officials stated the training accounts for the increased capabilities of North Korean soldiers who gained combat experience through deployment in the Russia-Ukraine war. President of Ukraine Volodymyr Zelenskyy previously reported that 30,000 to 50,000 North Koreans were deployed to Russian territory, a development that has shifted the allies' training focus.

The drills occur amid heightened regional tension following a recent North Korean short-range ballistic missile launch and a constitutional revision by Pyongyang defining the country as a responsible nuclear weapons state. While South Korea aims to complete the transfer of wartime operational control from Washington to Seoul by 2030, the United States maintains that all formal bilateral assessments must be met first.

North Korea routinely denounces these exercises as provocations and rehearsals for an invasion. Despite these tensions, South Korean President Lee Jae Myung has offered talks to Pyongyang without preconditions.
