Mark Carney Prepares Canada for Potential U.S. Military Action

Prime Minister Mark Carney revealed in a New York Times interview that the Canadian government has spent the past year preparing for the extreme tail risk of military action by the United States. While Carney characterized the scenario as extraordinarily unlikely, he argued that preparing for such black swan events is a fundamental responsibility to protect citizens. The Canadian Armed Forces have reportedly modeled a hypothetical invasion and developed response tactics similar to those used in Afghanistan and against Russia.

These security preparations follow a severe deterioration in bilateral relations after trade negotiations collapsed in August. President Donald Trump imposed 50 percent tariffs on up to $28 billion in Canadian goods and barred Canadian products from federal contracts. In response, Carney implemented retaliatory duties on $27.6 billion in American imports. Tensions escalated further as Trump renamed Lake Ontario to Lake America via executive order and repeatedly suggested Canada become the 51st U.S. state.

To reduce systemic vulnerability, Carney is pursuing a strategy of strategic autonomy. This includes reviewing the procurement of U.S.-made F-35 fighter jets in favor of European alternatives, phasing out Starlink satellite services, and advocating for a multipolar global financial system to end the sole dominance of the U.S. dollar. Carney is also seeking associate membership in the European Union, a move Trump characterized as a hostile act. Despite these frictions, Carney maintains frequent direct communication with Trump and believes a mutually beneficial trade deal remains possible.
