Senate Pushes 500% Tariffs as Putin Stalls Peace Talks

U.S. Senators Lindsey Graham and Richard Blumenthal are leading a bipartisan effort to pass a sanctions bill that would impose 500% tariffs on countries continuing to purchase Russian energy and minerals, specifically targeting China and India. The legislation, which has garnered at least 82 co-sponsors, aims to cripple the Kremlin's war economy. European Commission President Ursula von der Leyen endorsed the measure, suggesting it work alongside EU sanctions and a lower G7 price cap on Russian oil.

The legislative push follows a series of diplomatic and military escalations. While Russia and Ukraine held peace talks in Istanbul on June 1, 2025, they failed to reach a cease-fire. Russia demanded Ukrainian withdrawal from four occupied regions and the abandonment of NATO aspirations. Simultaneously, Ukraine executed Operation Spider's Web, a drone campaign that destroyed over 40 Russian long-range bombers. Despite these events, Vladimir Putin has intensified attacks and deployed over 600,000 troops in Ukraine.

President Donald Trump has remained skeptical of the bill, declining to impose new sanctions to avoid jeopardizing diplomatic negotiations. This stance has drawn criticism from Senate Minority Leader Chuck Schumer, who questioned the president's conviction. Senate Majority Leader John Thune stated the Senate is prepared to provide the president with the tools necessary to force Russia to the table. Senators Graham and Blumenthal warned that Putin is manipulating the administration's diplomatic approach to prepare for a new military offensive.
