UN Warns of Death Spiral as Russia Intensifies Ukraine Strikes

United Nations Secretary-General Antonio Guterres warned the UN Security Council on May 28, 2026, that the conflict in Ukraine has entered a dangerous new phase and risks spiraling out of control. The warning followed massive Russian strikes on May 23-24, involving approximately 90 long-range missiles and 600 drones, including a nuclear-capable Oreshnik ballistic missile targeting Bila Tserkva. These attacks caused significant damage to residential buildings and UN facilities in Kyiv.
UN High Commissioner for Human Rights Volker Türk reported a 21 percent increase in civilian casualties during the first four months of 2026 compared to the same period in 2025, with 815 killed and 4,174 injured. He cited specific atrocities, including a Russian strike on a Kyiv residential building on May 13-14 that killed 24 civilians and a Ukrainian drone strike on an educational complex in Starobilsk on May 21-22 that killed 21 people.
International reactions were swift. Romania and Latvia summoned Russian diplomats to protest Moscow's threats to intensify bombardments and its demand that foreign officials evacuate Kyiv. China called for maximum restraint and a political settlement via dialogue. The Government of the Russian Federation defended its strikes as retaliation for Ukrainian attacks on its own territory and civilian infrastructure, while Western Council members condemned the strikes as barbaric.
