Russian President Vladimir Putin recalled frontline defense systems to fortify Moscow after a series of Ukrainian drone strikes targeted the capital's infrastructure. The most significant barrage occurred on June 18, 2026, when over 200 drones were intercepted, damaging the Kapotnya oil refinery, which supplies 40 percent of Moscow's fuel. Other breaches resulted in the grounding of all four major Moscow airports and a strike on a luxury apartment block. Simultaneously, Ukrainian hackers compromised Moscow Mayor Sergey Sobyanin's Telegram account to fundraise for Kyiv.

Between June 21 and June 23, Ukraine executed a strategic campaign in Crimea to isolate the peninsula. Ukrainian Special Operations Forces destroyed a railway bridge over the North Crimean Canal and targeted oil storage at the Kerch thermal power plant, an electrical substation, and a gas distribution station in Simferopol. Ukrainian Defense Minister Mykhailo Fedorov stated the objective is to turn Crimea into an island to disrupt Russian military logistics.

In response to the Moscow attacks, the Russian Foreign Ministry warned NATO that any direct intervention would trigger a devastating retaliation. Foreign Minister Sergey Lavrov announced plans for massive combined strikes on Ukrainian military targets. Despite the escalation, Putin announced on June 23 that Russia remains ready for peace negotiations based on the Istanbul agreements, provided they account for current frontline realities. He claimed Russian forces are advancing across the line of contact toward Kostiantynivka in the Donetsk region, while dismissing Ukrainian strikes as attempts to destabilize Russian society. Ukrainian President Volodymyr Zelensky characterized the situation as a sign of Putin's political and physical decline.
