German Leaders Say Russia Lacks Interest in Peace Talks
Chancellor Friedrich Merz and Foreign Minister Johann Wadephul state Russia is avoiding serious negotiations with Ukraine despite upcoming G20 summit meetings.
German Chancellor Friedrich Merz stated on Tuesday that Russia currently shows no interest in entering serious negotiations with Ukraine to end the war. Speaking in Berlin during a press briefing with Kazakh President Kassym-Jomart Tokayev, Merz noted that recent diplomatic efforts, including a meeting between German and Russian foreign ministers in New York, indicate Moscow is not ready for talks. He asserted that Russia will "not win this war" and pledged continued military, political, financial, and economic support for Ukraine.
Simultaneously, German Foreign Minister Johann Wadephul called on Russian President Vladimir Putin to demonstrate a willingness to negotiate for peace. During a meeting with Slovak Foreign Minister Juraj Blanar in Bratislava, Wadephul identified Putin's invitation to the G20 summit in Florida this December as a litmus test for Russian intent.
Wadephul suggested that Moscow could prove its sincerity by establishing a partial ceasefire in the Black Sea to resume critical Ukrainian grain exports. He warned that a failure to do so leaves the Global South facing imminent famine, humanitarian disasters, and state destabilization, which could trigger new armed conflicts and refugee flows.
