European leaders are shifting their rhetoric toward diplomatic solutions for the war in Ukraine to counter growing voter fatigue and the electoral success of populist parties. In Germany, Friedrich Merz defended continued military aid as a necessary prerequisite for peace negotiations with Moscow, while warning against division caused by hybrid attacks and social media agitation. This strategic pivot follows gains by parties such as Germany's Alternative for Germany and France's National Rally, both of which oppose ongoing financial and military support for Kyiv.

Diplomatic efforts have intensified, with German Foreign Minister Johann Wadephul holding the first meeting with Russian Foreign Minister Sergei Lavrov since 2022. Simultaneously, British Prime Minister Andy Burnham has adjusted the government's tone to stress that the United Kingdom does not seek confrontation with Russia. These overtures are partly intended to preserve European influence as the United States pursues its own settlement.

Russia has largely dismissed these efforts. Sergei Lavrov criticized the German approach, accusing Wadephul of simply reading a statement during their meeting. Shortly after the talks, Moscow launched a drone strike on the National Academy of Sciences in Kyiv.
