Trump Administration Proposes Sweeping Deregulation of Head Start Program

The Donald Trump administration has announced a sweeping overhaul of Head Start, the federal early education program for low-income children. The proposal seeks to replace approximately 122 to 133 pages of federal performance standards with a rulebook of about a dozen pages, shifting authority over staff-to-student ratios, safety requirements, and quality standards to state and local governments.

Led by the United States Department of Health and Human Services, the plan eliminates federal mandates for math and literacy curricula, medical and dental screenings, and home visits. In their place, the administration introduces new requirements for daily physical activity, updated nutrition standards, and a mandate that instruction be conducted in English, except in tribal immersion programs. The proposal also slashes the cap on administrative expenses from 15% to 5%.

Administration officials argue the deregulation will save $2.2 billion and create up to 236,000 additional program slots by reducing bureaucratic burdens. However, critics and former officials warn the move could gut the program's anti-poverty mission, creating geographic disparities in care and reducing the quality of services for the most vulnerable children.

The proposed rules are now open for a 60-day public comment period. While some early drafts reportedly considered barring children of undocumented parents, the current focus remains on regulatory reduction. Implementation is expected to take place in 2027.
