Trump Administration Plans Major Overhaul of Head Start Program

The administration of Donald Trump is planning a significant overhaul of Head Start, the federal early education program for low-income children. The proposal seeks to replace approximately 122 pages of existing quality and performance standards with about a dozen pages of rules. This shift would transfer the authority to set specific regulations, including safety standards and staff-to-student ratios, to state and local governments.

Additional proposed changes include a requirement for all instruction to be conducted in English and more stringent documentation requirements for unemployed or homeless parents. Some early versions of the plan also aimed to bar children of parents in the U.S. illegally, regardless of whether the children are citizens. While the United States Department of Health and Human Services oversees the program, the White House and the Office of Management and Budget have not yet responded to inquiries about the draft rules.

The National Head Start Association has expressed anxiety over the potential changes. Despite these concerns, the changes would require a public comment period and may face legal challenges before implementation.
