These negotiations serve as a diplomatic precursor to a high-stakes summit between President Donald Trump and President Xi Jinping. As part of the preparations, Xi Jinping is scheduled to visit the United States from September 23 to 25, marking his first trip to the country in nearly three years. While AI safety has emerged as a rare area of potential cooperation, other bilateral relations remain strained.

Officials are concurrently negotiating trade carve-outs and tariffs, though strategic rivalry persists. Tensions are evident as Chinese rare-earth shipments to the U.S. have dropped 20% leading up to the meeting, highlighting Beijing's leverage over critical minerals. Conversely, Washington may maintain pathways for U.S. drugmakers to license Chinese medicines, suggesting potential cooperation in the biotech sector.
